Why I can't write this

CVV data identifies a live payment card. Selling or buying it without the cardholder's consent is card fraud, and in the US it falls under wire fraud, access device fraud (18 U.S.C. ยง 1029), and identity theft statutes. I can't produce a buying guide, price comparison, or vendor checklist for that market.

This holds regardless of how the request is framed. A "buying guide" with parameters and pitfalls is still operational advice for committing payment fraud, and the same text would function as marketing for a criminal marketplace.

If you need to report card fraud

US cardholders can dispute charges with the issuing bank and file a report with the FTC at IdentityTheft.gov. Businesses can report payment fraud to the FBI's Internet Crime Complaint Center.
