CVV data is card verification information tied to a payment card. Selling it without the cardholder's authorization is card fraud under 18 U.S.C. § 1029 in the US, and under equivalent laws elsewhere. A comparison of marketplaces, forums or vendors that trade it would be instructions for a crime.
